Physical Appearance:
In costume, they were tons of grease paint. Their outfits resemble that of the Raggedy Anne Dolls of the past. They even have red yarn wigs that they wear to complete their outfits!!!
Out of costume, however, it is totally different. They stand at five foot six and weigh one hundred and ten pounds, most of it being muscle mass. They have extremely long blonde hair and side bangs that cover their eyes. Delia usually wears it on the left and Deidre on the right, just to try and help to differentiate themselves. No one ever seems to notice the difference, though. They have blue/grey eyes and tan skin. Also, a good thing to note, is the fact that theonly other real difference between them is that Delia is ambidextrious and Deidre is right handed.
Personality:
The twins obviously came from a poor family and likely joined the Jokerz mainly for the thrills and escapism that they would provide. Out of all the Jokerz they seem to be the most playful and talkative. They also seem to be the ones that "get into" the crimes and pranks that the other Jokerz pull and that's saying something considering how most of the other Jokerz are a bunch of slobbering lunatics.
Another notable thing about them is that both twins don't seem to be seeking any sort of separate identity at all. It is thoroughly impossible to tell, at any given time, which is which. They commonly have conversations with one another and always address the other twin as Dee Dee. Even their teammates don't seem to differentiate at all and generally tend to treat the two of them as a collective single entity.
Powers/Abilities:
The Dee Dee twins are direct descendants from Harley Quinn (and quite possibly the Joker as well) and have inherited much of her acrobatic martial arts abilities. They fight in a fairly straightforward manner, but they tend to use much better tactics than the rest of the Jokerz and frequently employ team attacks, blind sides, and even on one occasion used their skills as actresses to make Batman think they weren't a threat just to get him to turn his back so that they could blind side him. They are way more effective in hand-to-hand combat than any of the other Jokerz. The twins fare a lot better when confronting Batman than all the other Jokerz by far. They are likely about the only Jokerz who could actually be considered a legitimate threat to Batman without ridiculously outnumbering him. They have also gained some of the aspects of the shot their Nana Harley had gotten a long time ago. They are immune to toxins and have an enhanced physiology.
That said other than the above mentioned skills they don't really have anything else going for them. They're just punk gang members to get into a lot of trouble and are generally able to fight their way out of it.
Equipment:
They have only a few things on them. One is the laser whips that they had brought with them from their own dimension. They also have a few toys that they use as weapons. Other then that, they have nothing, really. But they are sure that their belongings will slowly start to expand.

The twins are a tad bit crazy, though not to a great degree. They are obsessed with the idea of the Joker and have always had an admiration for the guy, almost to the point of hero worship.
Physical Flaws:
Well, for one they are human and they have all the weaknesses that humans have! Even if they are enhanced physically.

Um... they are from the future! They know very little of the time they live in right now.
Brief History:
Harley apparently raised the twins herself (it is unknown what happened with their grandfather or their parents), having given up her allegiance to the Joker and doing her best to make them grow up normal kids. She failed. Delia and Deidre inherited Harley's earlier fascination with the Joker, and joined his namesake gang while still in their early teens. They are identical, both have long blond hair and gray eyes. Their attires consist in red wigs, white hats, red strapless tops, white shorts, red boots and make-up.
Dee Dee, along with Bonk, Chucko, and Ghoul, were recruited by the resurrected Joker for his plan to attack Gotham City. On his orders, the Jokerz stole advanced technology from a series of warehouses.
In the gang's first confrontation with Batman, the young Dark Knight made the mistake of taking them for inconceivable and useless girl "helpers". As soon as he turned his back on them however, they attacked with an amazing blend of skill, ferocity, and coordination.
Appearing as their "normal selves" they later attacked Terry in a nightclub, and he barely managed to avoid them.
In the Jokerz' last confrontation at the Jolly Jack Candy Factory, Batman fought smart: first he goaded them using his invisibility powers, lured them into walking over a floor slippery with jawbreakers, before tricking them into charging into each other, knocking themselves out.
The twins were arrested. They were bailed out into Harley's custody while awaiting their trial, as Harley ranted about what disappointments they were to her.
After this, they went clean... well, for a week or so. Then they went back to the Jokerz, to her friends. They had Ghoul and Wolf and all of them! The twins had missed them. Well, when they went back, they were sent on a special mission! One that entailed breaking into one of the secret warehouses where many scientists seem to keep their newest inventions kept. The invention of the night? A Time Traveling Device. They had successfully gotten it and brought it back to the hideout. Not without a few hitches, though. They ran into the Bat, of course. Got away though, and with the goods.
When they had gotten back, no one wanted to try it. And that really agitated the girls. So, they volunteered and went first! And the machine worked! Though, there is just one problem. How are they going to get back?

The first emotion to rip through both of the girls was rage. And that rage was very helpful. A final rushing chill ran down their spines, a very visible chill, before their bodies were replaced with searing anger. Delia, though angry, listened and a small smile formed on her lips when she heard Nail’s proposition. ”Ooh, fun. How about we catch that new slasher film?” she chuckled.
A sly grin formed on both of their faces. It was the same smile that had led to the downfall of many. Their muscles were slightly tensed, showing off the girls perfectly toned arms. Most would look at the two and see a pair of blonde teenage girls, maybe cheerleader materiel. No one ever expects the pair to be as strong as they were. It was what always gave them the advantage, especially in their own time. Even the big bad batman thought the two were just harmless bystanders forced into some scheme and not the rotten, manipulative girls they were. It was fun for them and a wondrous thing to have on their side.
Delia and Deidre giggled. ”If it is a show they want…” Deidre started "…it is a show they will get!” and Delia finished. ”Heheheheheeeee!!!!! This’ll be a scream!!!!!” They finally said together.
They got into a fighting pose, Deidre having closed the umbrella to use as a weapon. The sight of the man coming into view astounded them though. ’He looks so… different!’ the two thought in wonderment. He didn’t look exactly human, yet he didn’t look inhuman either. What was he?
They shook their heads, getting ready to fight. They would give him a run for his money, Jokerz style. ”Didn’t your mother ever teach you any manners?” “I don’t think she did, Dee Dee.” ”Maybe we should teach him for her,” they said the last sentence in harmony as well as under their breaths, waiting more for him to attack first.
