Personality: Bart is pretty much nonstop. He needs to learn when to keep his mouth shut, which has gotten him in trouble more than once. "Bite Patience!" The kid is known as the Poster Child for the Attention Impaired for a reason. Hey, Impulse was never meant to be his name after all, it was meant to be a warning.
Bat also has no sense of danger, due to being raised on VR. He has a tough time noticing the big picure sometimes, and has started a school war by his style. This has turned out for the better, however, and he is now very popular at his school.
Powers/Abilities:
Speed? I am speed!
Impulse is incredibly fast: He's even faster than Wally West when he was his age. This also allows him those speedster whirlwinds, running on water, and ability to resist friction while running traits.

Impulse can vibrate his body incredibly fast, allowing him to pass through solid objects.
Metabolism
Impulse has an astonishing metabolism. It eats away at infection and germs, making it incredibly hard for him to get sick.
Single Synapse Theory
The thing that makes him so different from other speedsters. "From thought to deed in one electric leapwith never a pause to ponder consequence." Impulse runs completely off impulse, and he has saved the day more than once on them.

Bart had a very powerful and unstable metabolism. When he was one he looked two. When he was two he looked twelve. If it hadn't been stabilized, he would have died of old age before he turned three. This has made him grow older without growing more mature.
Brief History:
Bart is the grandson of Barry Allen, Flash II. He had a super metabolism. When he was one, he looked two. When he was two, he looked twelve. So he wouldn't get mental problems from his mind
growing so much slower than his body, he was grown on virtual reality, which created a simulated world which kept pace with his own time. However, at his exponential rate of growth, he would die of old age before age three.
Due to this, his grandmother, Iris Allen, took him back through time, where his cousin, Wally West, forced him into a speed faster and more extreme than he had ever gone, which shocked his hyper metabolism into a stable condition.
Wally had some porblems of his own, and believed he was not capable of being a mentor to the poster boy for the attention impaired, so he asked retired speedster Max Mercury to mentor him.
Max and Bart moved to Manchester, Alabama, so Bart could learn patience. Of course, this is something Bart was not into, and he ended up in a lot of trouble, most notably a giant fight with almost everybody in his school involved. Afterward, he was very popular, and given almost as much respect as White Lightning.
Bart now finds himself struggling with impatience, and a dull world, compared to the virtual one he grew up on. Bart is acclimating to the small Alabama town, and learning how to be a lead hero under the watchful eyes of Max Mercury

Save the world, acclimate, and rid himself of boredom

Anyone else would have been sick of all of these missiles. Anyone else would have destroyed them, or raised a shield. Anyone but Impulse. Impulse had to race each and every one. He hadn't been paying quite enough attention on the missiles that were racing him, and they smashed together and exploded. "Cool!" He stood and watched as the two exploded together. He was amazed by the reds and yellows and oranges, but the smoke got in his way. He moved his hands in a circular motion and removed the smoke via whirlwind.
That's when he noticed it. The villain was monologuing. He waited for an entire minute and listened to him. "You are so boring! Stop talking and do something!" Impulse ran toward him, and jumped, posed to kick the guy, square in the mouth. Wait, what was his name again?
